Zapytanie ofertowe dotyczy projektu „Wparcie IMGN w zakresie promocji wprowadzanych marek w obszarze gier komputerowych”. Projekt, realizowany przez IMAGINATION S.C. będzie współfinansowany ze środków Programu Operacyjnego Inteligentny Rozwój, Poddziałanie 3.3.3 Wsparcie MŚP w promocji marek produktowych – Go to Brand.

POSTANOWIENIA OGÓLNE I WARUNKI UDZIAŁU

  1. Oferta musi mieć formę pisemną, zawierać podpis osoby wystawiającej ofertę i być sporządzona w języku polskim lub angielskim
  2. W ofercie należy podać cenę netto i brutto.
  3. Oferta musi zostać przedstawiona w złotych polskich (PLN) lud dolarach amerykańskich (USD) osobno dla każdej z pozycji wskazanej w zapytaniu ofertowym.
  4. Zamawiający nie dopuszcza możliwości składania ofert częściowych.
  5. Zamawiający nie dopuszcza możliwości składania ofert wariantowych.
  6. W postępowaniu nie mogą brać udziału podmioty kapitałowo lub osobowo powiązane ze spółką IMAGINATION S.C. Łukasz Kubiak, Bartosz Moskała.

OPIS PRZEDMIOTU ZAMÓWIENIA

Przedmiotem zamówienia jest wykonanie zabudowy targowej wraz z wyposażeniem na targi PAX East:

  1. Budowa stoiska na powierzchni 20×20 stóp zawierającego:
  • 4 stojące stanowiska komputerowych dla graczy, na blacie pojedynczego stanowiska mieścić ma się monitor 27”, myszka, klawiatura, jednostka centralna komputera (sprzęt komputerowy nie jest przedmiotem zapytania.
  • 1 Zamykana na klucz i oddzielona 4 ścianami salka konferencyjna, wyposażona w stół, 6 krzeseł , telewizor co najmniej 42” na ścianie, kosz na śmieci, wolnostojąca szafę z wieszakiem na ubrania
  • Wysokość ścian zewnętrznych stoisko powinna być nie niższa niż 4m oraz w pełni pokryta kolorową grafikę dostarczoną przez IMAGINATION S.C.
  • Na wyposażeniu stoiska powinna znaleźć się lada recepcyjna pokryta kolorową grafika z zamykanymi na klucz półkami, 5 stołków barowych
  • Ściany stoiska powinny być wykonane z paneli PVC Sintra 3mm lub równoważnych
  • Podłoga pokryta wykładziną w kolorze wskazanym przez IMAGINATION S.C.
  • Ekran TV o przekątnej co najmniej 50” znajdujący się na jednej ze ścian ponad stanowiskami dla graczy, z możliwością odtwarzania wideo z nośnika USB
  • 4 łatwo dostępne gniazdka elektryczne na każde ze stanowisk komputerowych
  1. Stoisko należy wybudować oraz dokonać demontażu zgodnie z terminami i wytycznymi technicznymi ustanowionymi przez organizatora imprezy PAX East – firmy: ReedPOP  oraz Massachusetts Convention Center Authority
  2. Wykonawca zabudowy powinien posiadać wszelkie uprawnienia wymagane do budowy stoiska określone w regulaminie imprezy
  3. Wykonawca powinien w imieniu IMAGINATION S.C. dokonywać ustaleń technicznych i zamówieni usług z organizatorem imprezy.

TERMIN WYKONANIA ZAMÓWIENIA

Całość zamówienia powinna zostać zrealizowana do 4 Kwietnia 2017

OPIS SPOSOBU PRZYGOTOWANIA OFERTY ORAZ WYMAGANIA WOBEC OFERENTÓW

Oferta musi zawierać:

  1. Nazwę oferenta,
  2. Adres oferenta,
  3. Numer telefonu oraz adres email,
  4. Termin związania ofertą (nie mniej niż 30 dni od złożenia oferty) oraz realizacji zamówienia,
  5. Datę sporządzenia,
  6. Numer zapytanie ofertowego,
  7. Oferta musi być podpisana przez osobę lub osoby uprawnione do występowania w obrocie prawnym w imieniu oferenta, przy czym podpis musi być czytelny lub opisany pieczątkami imiennymi,
  8. Szczegółowy opis przedmiotu dostawy wraz z ceną poszczególnych pozycji wskazanych w opisie zamówienia,
  9. Opis sposobu i datę dostarczania zamówienia do siedziby zamawiającego.
  10. Wizualizację zabudowy

Wykonawca może złożyć jedną ofertę w formie pisemnej lub elektronicznej, w języku polskim lub angielskim. Koszty związane z przygotowaniem oferty ponosi składający ofertę.

Termin składania ofert upływa w dniu 7 marca 2018 Oferty złożone po terminie nie będą brane pod uwagę.

OCENA OFERT I KRYTERIA WYBORU

W przypadku złożenia ofert przez więcej niż jednego dostawcę, zamawiający dokona oceny ofert na podstawie poniżej przedstawionych kryteriów oceny ofert:

  1. Kryteria formalne dotyczące poprawności złożenia oferty i zawarcia wszystkich niezbędnych informacji, przedstawionych w zapytaniu ofertowym.
  2. Kryteria wyboru, zgodnie z poniższym zestawieniem:
  • 80% cena, ocena punktowa: najniższa cena – 80 pkt, kolejne oferty – najniższa cena*80/cena danej oferty. Oferty złożone w USD zostaną przeliczone na PLN po średnim kursie NBP z dnia rozstrzygnięcia zapytania;
  • 20% termin płatności – najdłuższy – 20 pkt, kolejne oferty – najdłuższy termin*20/termin płatności dla danej oferty.
  • Oferta musi spełniać wszystkie wymagania wyszczególnione w opisie przedmiotu zamówienia, brak spełnienia któregokolwiek z wymagań dyskwalifikuje ofertę.

Zamawiający wybierze najkorzystniejszą ofertę, która uzyska najwyższą ilość punktów w oparciu o ustalone kryteria. Jeśli nie będzie można dokonać wyboru oferty najkorzystniejszej ze względu na to, że dwie lub więcej ofert otrzyma taką samą punktacje, zamawiający spośród tych ofert wybierze tą ofertę, która posiada wcześniejszą datę wpłynięcia do zamawiającego.

INFORMACJE DOTYCZĄCE WYBORU NAJKORZYSTNIEJSZEJ OFERTY

O wyborze najkorzystniejszej oferty Zamawiający zawiadomi poprzez zamieszczenie informacji o wyborze wykonawcy na stronie internetowej Polskiej Agencji Rozwoju Przedsiębiorczości (https://www.parp.gov.pl/) oraz stronie internetowej IMGN.PRO (www.imgn.pro). Jeżeli wybrany oferent uchyla się od zawarcia umowy, Zamawiający może wybrać najkorzystniejszą z pozostałych ofert.

Execution of exhibition stands for the PAX East 2018 fair

The request for a proposal concerns the project: “Support for IMGN in the scope of promotion of the brands marketed in the area of computer games”. The project, executed by IMAGINATION S.C. will be co-financed with the funds of the Smart Growth Operational Programme, Sub-measure 3.3.3 Support for SMEs in the promotion of Polish product brands – Go to Brand.

GENERAL PROVISIONS AND CONDITIONS OF PARTICIPATION

  1. The tender has to be in the written form, including the signature of the person issuing the tender, and has to be drafted in Polish or English.
  2. The tender should include net and gross prices.
  3. The tender has to be provided in Polish zloty (PLN) or in United States dollars (USD), separately for each item stated in the request for a proposal.
  4. The Employer does not allow division of the contract into lots.
  5. The Employer does not accept variants.
  6. Entities related by capital or person(s) with IMAGINATION S.C. Łukasz Kubiak, Bartosz Moskała may not take part in the proceedings.

THE DESCRIPTION OF THE OBJECT OF THE CONTRACT

The object of the contract is the execution of exhibition stands along with related equipment for the PAX East fair:

  1. Construction of the stand on the 20’x20’ site, including:
  • 4 standing computer stations for players, the desk of every single station is to be provided with a 27” monitor, a mouse, a keyboard, and a computer unit (the computer hardware is not the subject matter of the inquiry).
  • 1 locked conference room separated with 4 walls, fitted with a table, 6 chairs, wall-mounted TV unit of at least 42”,  closet/wardrobe which can store clothes, drinks & snacks
  • The height of the external walls of the stand should not be lower than 4 m and fully covered with the colour graphic designs provided by IMAGINATION S.C.
  • The stand should be provided with the reception desk covered with the colour graphic design with lockable shelves, and 5 bar stools
  • The walls of the stand should be made of PVC Sintra 3 mm panels or the equivalent
  • The floor should be covered with lining in the colour decided upon by IMAGINATION S.C.
  • At least 50” TV screen on one of the walls above the stations for players
  • 4 easily accessible electric sockets per computer station
  1. The stand should be erected and dismantled in accordance with the time limits and technical guidelines set forth by the organiser of the PAX East event, the companies: ReedPOP and Massachusetts Convention Center Authority
  2. The Contractor of the development should have all the licences required to build the stand as set forth in the regulations of the event
  3. The contractor should, on behalf of IMAGINATION S.C., make technical arrangements and place orders of services with the organiser of the event.

THE TIME LIMIT FOR COMPLETION OF THE ORDER

The entire order should be completed by April 4th 2017

THE DESCRIPTION OF THE METHOD OF TENDER PREPARATION AND REQUIREMENTS FOR BIDDERS

The tender must include:

  1. The name of the bidder,
  2. The address of the bidder,
  3. The telephone number and email address,
  4. The binding period of the tender (not shorter than 30 days before the submission of the tender) and the date of completion of the order,
  5. The date of drafting,
  6. The number of the request for a proposal,
  7. The tender must be signed by person(s) authorised to act in legal trading on behalf of the bidder, and the signature must be legible or provided with personal stamps,
  8. The detailed description of the object of the contract along with the price of the individual items stated in the description of the order,
  9. The description of the method and the date of delivery to the office of the Employer.
  10. The visualisation of the development

The contractor may submit one tender in writing or in electronic form, in Polish or English. The bidder shall cover the costs related to the drafting of the tender.

The time limit for submission of tenders is March 7th 2018. The tenders filed after the time limit shall not be considered.

ASSESSMENT OF TENDERS AND CRITERIA OF SELECTION

If tenders are submitted by more than one supplier, the employer shall assess the tenders against the following assessment criteria:

  1. The formal criteria related to correctness of submission of the tender and provision of all the necessary information presented in the request for a proposal.
  2. The selection criteria, pursuant to the following summary:
  • 80% price, assessment points: the lowest price – 80 points, further tenders – the lowest price*80/the price of the given tender. The tenders submitted in USD will be translated into PLN at the average NBP exchange rate as of the date of the request;
  • 20% the date of payment – the longest – 20 points, further offers – the longest date*20/the date of maturity for the given tender.
  • The tender has to meet all the requirements listed in the description of the object of the contract, failure to meet any of the requirements shall eliminate the tender.

The Employer will select the best tender that achieves the highest number of points based on the agreed criteria. If the best tender cannot be selected due to the fact that two or more tenders have the same number of points, the Employer will select the tender from among them that was first submitted with the Employer.

THE INFORMATION RELATED TO THE SELECTED BEST TENDER

The Employer shall notify about the selection of the best tender by way of publishing the information about the selection of the contractor on the website of the Polish Agency for Enterprise Development (https://www.parp.gov.pl/) and on the IMGN.PRO (www.imgn.pro) website. If the selected bidder avoids concluding the contract, the Employer may select the best of the other tenders
